1Warm up the milk and let the butter melt in it. Meanwhile, mix the dry ingredients together in a large bowl.
2Pour the milk and butter into the dry ingredients and mix until you get a dough.
3Knead the dough on a floured surface for 5 minutes, then put it in a lightly greased bowl and let it rest for at least an hour or until doubled in size.
4Mix sugar and lemon zest; massage the sugar with your hands to infuse it with the lemon zest.
5Punch the dough, roll it into a rectangle on a floured surface.
6Spread butter over the rectangle, then sprinkle sugar over it.
7Roll the dough into a log, cut the top and bottom edges if uneven, and cut the log into 2.5-3 cm sections.
8Place the rolls in a greased baking tray, leaving space between them.
9Let the rolls rise for another hour.
10Bake in a preheated oven at 170 degrees for 15-20 minutes, until golden brown.
11Make the icing by mixing cream cheese, butter, powdered sugar, and milk with a hand mixer.
12Spread icing over the warm rolls.
