1Cut flank steak into 4–5 inch chunks. Season with salt and pepper. Sear on all sides in a pot over medium-high heat.
2Sauté onions and peppers for 2–3 minutes. Add minced garlic; once fragrant, add tomato paste and all seasonings. Cook for 2–3 minutes.
3Deglaze with white wine, letting most evaporate. Add tomato sauce, beef broth, salt to taste, and bay leaves.
4Add the seared meat to the pot.
5Pressure cook for 40–45 minutes.
6Shred the meat and add it back to the sauce.
7Slice plantains diagonally into 1/2 inch thick slices.
8Spray plantains thoroughly with avocado oil and air fry at 380°F for 5 minutes, flipping occasionally. Air fry again at 400°F for 5 minutes until golden brown.
