2In a bowl, add ground chicken, oyster sauce, soy sauce, minced garlic, cornstarch, white pepper, black pepper, salt, and green onions to make your filling.
3In a pan on medium heat coated with spray oil, add the filling and sauté until cooked through. Set aside to cool.
4Dip rice paper into water to soak it.
5Place wet rice paper down and in the center, add a scoop of cooked filling and wrap it into a square, sealing the filling inside.
6Place the squares back on the same non-stick pan on medium-low heat and cook on each side until the rice paper turns light brown and crispy.
7Prepare the dumpling dipping sauce by combining soy sauce, chili oil, sesame oil, sesame seeds, and water in a small glass bowl.

Tips
Do not over wet rice paper or it will become soggy.
