Add two cups of all-purpose flour to a mixer.

Boil hot water in a kettle.

Add hot water to the flour in the mixer.

Start mixing the dough on slow speed.

Add a pinch of salt to the dough.

Once the dough forms a ball, it's good to go.

Knead the dough on a floured surface to get a smooth dough.

Let the hot water dough rest for about 10 minutes.

Pour grapeseed oil into a bowl.

Add toasted sesame oil to the grapeseed oil.

Cut the scallions into small pieces.

Grab the hot water dough and cut a portion with a dough scraper.

Roll out the dough into a nice and flat, non-perfect circle.

Brush the rolled-out dough with the oil mixture, going all the way to the edge.

Sprinkle a little kosher salt over the oiled dough.

Add lots of scallions onto the dough.

Roll the dough to make the first lamination.

Roll the laminated dough on itself like a snake.

Tuck the end of the rolled dough underneath and press it flat.

Roll out the pressed dough with a rolling pin.

Heat grapeseed oil in a pan.

Place the scallion pancake in the hot oil in the pan to sizzle.

Flip the scallion pancake to cook both sides until golden brown.

Remove the cooked scallion pancake from the pan and place it on a paper towel-lined plate to absorb excess oil.

To make the dim sum dipper, add scallion greens to a bowl.

Add equal parts soy sauce and rice wine vinegar to the scallions.

Add a dash of sesame oil to the dipping sauce.

Add a dollop of sambal to the dipping sauce.

Cut the scallion pancakes into triangles.

Serve the scallion pancakes with the dim sum dipper.

Tips
Some scallions will come out, but that's okay, they get nice and charred and great flavor.
Use a spiral fold technique for a perfectly puffy pancake.
