  1. 1Sauté the butter and garlic on a saucepan on medium heat for about a minute.
  2. 2Add two tablespoons of all purpose flour, one and a half cup of milk, one and a half cup of heavy cream, one half cup of Parmesan, and one half cup of Romano cheese.
  3. 3Add salt and pepper to taste.
