2Make mashed potatoes by boiling potatoes until tender, then mashing with butter, cream, salt, and pepper.
3Pulse bread into crumbs in a food processor. In a large bowl, combine bread crumbs, milk, grated onion, and Worcestershire sauce. Mix in ground beef, parsley, ketchup, garlic, egg, salt, and pepper.
4Lightly oil a muffin tin. Divide the meat mixture into 8 portions, roll into balls, and press into the muffin tin.
5Bake for 15 minutes.
6Make glaze by combining ketchup, brown sugar, Worcestershire sauce, and Dijon mustard in a bowl.
7Remove the meatloaf from the oven, increase temperature to 200C/400F, spoon glaze over meatloaf, and bake for 8-10 minutes until caramelized.
8Let rest for 5 minutes, then pipe mashed potatoes onto each meatloaf cupcake.
9Garnish with chives and serve.
