Add about a pound of chicken wings to a large bowl.
In a separate small bowl, combine 1/2 teaspoon of salt, 1/4 teaspoon of black pepper, 1/4 teaspoon of paprika, 1/4 teaspoon of garlic powder, and 1/4 teaspoon of onion powder. Mix well.
Season the chicken wings with the prepared spice mixture.
Add 1/4 cup of potato starch to the seasoned chicken wings.
Add 1/6 to 1/4 cup of water to the chicken and mix until the chicken is coated with a batter that is not too thick and not too loose.
Cover the bowl with plastic wrap and let the chicken brine.
Heat a pot with vegetable oil over high heat.
Carefully add the chicken wings to the hot oil, throwing them away from you to prevent splashing.
Fry the chicken wings until golden brown, then remove them and place them on a baking rack to rest for a couple of minutes.
Double-fry the chicken wings until they are extra crispy and golden brown.
Place the double-fried chicken wings on a baking rack to drain excess oil.
Transfer the fried chicken wings to a clean large bowl.
In a frying pan over high heat, melt 3 tablespoons of butter.
Add the prepared sauce (2 tablespoons honey, 2 tablespoons garlic, 2 tablespoons soy sauce, 1/2 tablespoon mirin) to the melted butter and stir to combine.
Pour the honey garlic sauce over the chicken wings in the bowl.
Toss the chicken wings until they are evenly coated with the sauce.
Sprinkle sesame seeds over the sauced chicken wings.
Serve the honey garlic chicken wings on a plate.
