Soak the green onions in ice water until they curl.
Place the cod fillet on a plate.
Spread the chopped ginger over the fish.
Mix soy sauce and sugar in a bowl.
Pour the soy sauce mixture over the fish.
Set up a steamer: add water to a wok and bring to a boil. Place a steaming rack inside to elevate the plate above the water. If you don't have a steaming rack, use a coil of aluminum foil.
Place the plate with fish on top of the steaming rack or foil, cover, and steam on medium heat for 7 minutes or until the fish flakes easily.
Heat up neutral and sesame oil in a pan.
Once the fish is cooked, remove from the steamer and dry the green onions on a paper towel.
Scatter the green onions on the fish.
Test the oil by using a wooden chopstick. If the oil bubbles, pour the hot oil over the fish and green onions.
Serve over rice, add some extra sauce on top and enjoy.
