  1. 1Add chopped onions, garlic, and two slices of bread (preferably dried) to a food processor.
  2. 2Mix everything in the food processor until it is in small pieces.
  3. 3Add a half bunch of parsley to the food processor.
  4. 4Add 500 grams of ground beef (better if half is lamb) to the food processor.
  5. 5Add 1/2 teaspoon each of cayenne pepper and cumin, 1 teaspoon of salt, and black pepper to taste to the food processor.
  6. 6Mix everything well.
  7. 7To make the meatballs a little soft, add 3 tablespoons of water and 2 tablespoons of olive oil. Mix until well combined.
  8. 8Shape the meat into flat patties, similar in size to the potato slices.
  9. 9In a round oven pan, arrange the meatballs and potato slices in alternating layers.
  10. 10Add sliced tomatoes and green peppers on top.
  11. 11Heat 2 tablespoons of olive oil in a frying pan and stir in 1 tablespoon of tomato paste.
  12. 12Add 2 cups of hot water to the tomato paste and stir.
