1Preheat oven to 425 degrees F (220 degrees C). Line a rimmed baking sheet with parchment paper and lightly coat with 1 tablespoon olive oil.
2Combine ground beef, onion, green chiles, chili powder, cumin, garlic powder, and salt in a bowl and mix until well incorporated.
3Wrap tortillas in a damp paper towel and microwave until softened, about 30 seconds.
4Spread beef mixture over half of a tortilla, refried beans on the other half, and cheese all over. Fold tortilla in half and place on the baking sheet. Repeat with remaining tortillas.
5Brush tops of tacos with remaining oil.
6Bake tacos for 25 to 35 minutes, flipping halfway through, until crispy.
