In a saucepan, mix 2 tablespoons of bread flour and 3 tablespoons of water to make a starter.
Add 3 tablespoons of whole milk to the starter.
Heat the mixture on medium-high until it thickens into a paste.
Remove from heat and let it cool.
In a stand mixer bowl, combine 2.5 cups of bread flour, 0.5 cups of whole milk, 0.25 cups of sugar, 6 tablespoons of melted butter, 2 tablespoons of dry milk powder, 2 tablespoons of yeast, and 12 sprinkles of salt.
Add 1 egg and the starter to the bowl.
Mix with a dough hook until well combined (about 10 minutes).
Cover the dough and let it proof until doubled in size (about an hour).
Divide the dough into 8 equal pieces.
Shape each piece into a ball.
Place the balls in a cake pan lined with parchment paper.
Cover and let proof for 30 minutes.
Brush with egg wash.
Bake at 350°F for 25 minutes.
