4Add the chopped shrimp, chives, ginger, and garlic into a bowl.
5Add 1 tablespoon of cornstarch, 1/4 teaspoon of salt, 1/4 teaspoon of pepper, 1 tablespoon of soy sauce, and 1 tablespoon of sesame oil to the bowl and mix well.
6Dip each rice paper round in water for about 30 seconds.
7Place a spoonful of the filling in the center of each dampened rice paper round.
8Fold the rice paper to create a small square package and place it on a baking sheet lined with parchment paper.
9Brush the top of each dumpling with a little neutral oil, flip, and brush the other side.
10Bake at 400°F for 7 minutes on one side, flip, and bake for another 7 minutes.
11Broil on high for a couple of minutes until golden brown and crispy.
