1Mix the mutton with ginger-garlic paste, salt, and vinegar in a bowl and let it rest for 15 to 20 minutes.
2Wash the mutton thoroughly with water.
3Heat oil on a tawa and fry the mutton pieces until the color changes.
4Remove from heat and add salt, black pepper powder, dried coriander powder, and chili powder to the mutton. Mix well.
5Place the mutton on a piece of butter paper layered over foil paper, add garlic cloves and green chilies, then wrap it up and pierce a few holes in the foil.
6Place a metal stand in a pressure cooker with two cups of water and set the wrapped mutton on the stand.
7Pressure cook on high flame for 5 to 6 minutes, then reduce to low heat and cook for another 40 minutes.
