3Add a few teaspoons of olive oil to a large Dutch oven set over medium heat.
4Add the diced onion, red bell pepper, garlic, and a few pinches of salt to the Dutch oven.
5Cook until the onions have softened, about 5 minutes.
6Add the ground beef and break it up.
7Pour in the spices: chili powder, ground cumin, ground coriander, ground paprika, tomato paste, canned tomatoes, diced green chiles, kidney beans, and beef broth.
8Stir until all combined.
9Bring the mixture to a simmer and lower the heat to low. Cover and cook for about 1 hour until all the flavors have married. Adjust salt to taste, adding an additional ¾ teaspoon of salt if needed.
10Preheat the oven to 350F.
11In a medium bowl, whisk together the cornmeal, all-purpose flour, brown sugar, baking powder, salt, and shredded cheddar.
12In a measuring cup, whisk together the buttermilk, eggs, and oil.
13Pour the wet ingredients into the dry ingredients and mix until combined.
14When the chili is done, transfer it to a casserole dish and smooth out the top.
15Add the cornbread batter in one even layer.
16Transfer to the oven to bake until the top is set, about 25 minutes, and the chili is bubbling.
17Brush the top with butter straight out of the oven.
