In a large skillet, cook 1 lb ground beef with 1 chopped onion, salt, pepper, garlic powder, paprika, Italian seasoning, and red pepper flakes until beef is fully cooked.
Drain grease from beef and add 1 tbsp minced garlic.
Add 2 (24 oz) jars marinara sauce and 1/2 cup heavy cream to the beef mixture. Stir and turn off the heat.
In a greased 9x13 baking dish, layer half of the cooked pasta, half of the meat sauce, and 1 1/2 cups of ricotta cheese. Top with half of the mozzarella cheese.
Repeat the layering process with the remaining pasta, meat sauce, and mozzarella cheese.
Bake uncovered at 375 degrees F for about 25 minutes, or until cheese is golden brown and bubbly.
