1Place the oil in a kadhai or large frying pan over medium heat. Add the mustard seeds and let them splutter. Then add the dried red chillies and turmeric and stir for a few seconds.
2Add the cauliflower stems and stir well to coat with the spices. Add about ½ cup of water, cover and simmer until the stems are completely tender (roughly 10 minutes). Remove the lid and let the water evaporate.
3Allow the mixture to cool and then transfer to a blender along with the coconut, roasted gram, tamarind, jaggery, salt and green chilli. Add a little water and blend to a smooth paste. Add more salt if required. Transfer the chutney to a bowl.
4To make the tempering, heat oil in a small kadhai or tempering ladle. Add the mustard seeds, and when they splutter, add the urad dal and curry leaves. When they begin to brown, remove from heat and pour over the chutney and serve.
