Start by browning the butter in a saucepan over medium-high heat until it slightly browns, about 5 minutes. Remove from the heat and let it cool slightly.
Whisk together the flour, baking soda, baking powder, and salt in a medium bowl. Set aside.
Add the browned butter, both sugars, and eggs to a large bowl and whisk until combined and lighter in color.
Add the heavy cream and vanilla. Whisk until well combined.
Add the dry ingredients to the wet ingredients and gently fold until fully incorporated.
Add the chocolate chips and gently fold until evenly dispersed.
Cover the bowl with plastic wrap and refrigerate for at least 1-2 hours, or up to 24 hours.
Preheat the oven to 375°F (190°C). Line baking sheets with parchment paper.
Use a large cookie scoop (3 tbsp) to scoop the dough onto the baking sheets, spacing cookies 2 inches apart.
Bake for 12-15 minutes, until lightly golden and edges are set.
Let cool on the baking sheet for 5 minutes before transferring to a wire cooling rack.
Serve warm with milk, if desired.
