1In a pan, brown 1 pound of ground beef and drain any excess grease.
2Stir in 1 8 ounce can of tomato sauce, 1/2 cup of water, and 1 package of spaghetti sauce mix.
3Reduce heat to low and simmer for 20 minutes, stirring occasionally.
4Break 1/2 pound of spaghetti into thirds and cook according to the package directions. Drain and set aside.
5In a separate pot, melt 2 tablespoons of butter, whisk in 2 tablespoons of flour, and cook for 2 minutes.
6Slowly whisk in 1 cup of evaporated milk and 1/2 cup of water.
7Reduce heat to low and slowly add in 1 cup of shredded cheddar cheese and 1/4 cup of parmesan cheese. Cook until the cheese is melted.
8In a 9x13 baking dish, layer half the spaghetti, half the meat mixture, all the cheese sauce, the remaining spaghetti, and the remaining meat mixture.
9Top with 1 cup of shredded cheddar cheese and bake at 375 degrees for 20 minutes.
