Directions

  1. 1Sift the all-purpose flour into a large bowl.
  2. 2Sift the cocoa powder into the same bowl with the flour.
  3. 3Add sugar, baking soda, salt, and baking powder to the dry ingredients.
  4. 4Mix all the dry ingredients well.
  5. 5Add water, milk, eggs, vinegar, vanilla, and cooking oil to the dry ingredients.
  6. 6Mix the wet ingredients well first before incorporating them with the dry ingredients.
  7. 7Mix all ingredients well until smooth to form the cupcake batter.
  8. 8Pour the batter into 3oz cupcake liners placed in molders, filling them about two-thirds full.
  9. 9Place the filled cupcake molders into a steamer.
  10. 10Cover the steamer with a cloth to prevent condensation from dripping onto the cupcakes.
  11. 11Steam the cupcakes on medium heat for 6 minutes, then reduce to low heat and steam for an additional 12 minutes.
  12. 12Check the cupcakes after 18 minutes by inserting a toothpick; if it comes out clean, they are done.
  13. 13Remove the steamed cupcakes from the molders.
  14. 14Repeat the steaming procedure for the remaining batter.
