1Combine orange juice, rice vinegar, soy sauce, ginger, sugar, and gochujang (if using) in a bowl. Slowly whisk in the vegetable oil and sesame oil to make the vinaigrette.
2Toss the shredded rotisserie chicken with 2 tablespoons of the vinaigrette; let sit for 10 minutes.
3Using kitchen scissors, cut the wonton wrappers into thin strips. Heat a shallow layer of vegetable oil in a skillet over medium heat. Fry the wonton strips in batches until golden and crispy, 1 to 2 minutes per batch. Transfer to a paper towel–lined plate to drain, and sprinkle immediately with salt.
4Toss the romaine, napa cabbage, bell peppers, cilantro, peanuts, and scallions with the remaining vinaigrette in a large bowl. Transfer to a serving platter and top with the chicken, mandarin oranges, and crispy wonton strips.
