1Brown 1 pound of ground beef in a pan and drain any grease.
2Add 1 eight ounce can of tomato sauce, 1/2 cup of water, and 1 package of spaghetti sauce mix to the beef.
3Reduce heat to low and simmer for 20 minutes, stirring frequently.
4Meanwhile, cook 1/2 pound of spaghetti broken into thirds according to package directions. Drain and set aside.
5In another pan, melt 2 tablespoons of butter.
6Whisk in 2 tablespoons of flour and cook for 2 minutes.
7Gradually add 1 cup of evaporated milk and 1/2 cup of water, whisking constantly.
8Reduce heat to low and gradually add 1 cup of shredded cheddar cheese and 1/4 cup of grated parmesan cheese.
9Cook until all cheese is melted.
10In a 9x13 casserole dish, layer half of the spaghetti, half of the meat mixture, all of the cheese sauce, the remaining spaghetti, and the remaining meat mixture.
