Peel and finely chop the garlic and ginger.

Add the garlic, ginger, chili flakes, kosher salt, and gochugaru to a bowl.

Heat the oil in a pot to 325°F (163°C).

Carefully pour the hot oil over the spices in the bowl.

Mix well and let it cool.

Use the chili oil to flavor noodles or salads.
