1Place ground beef on parchment paper. Add butter to the pan and place the ground beef into it. Season with salt. Break the beef into small pieces with a wooden spoon.
2Finely chop celery and add it to the ground beef. Stir with a wooden spoon.
3Finely chop onion, ginger, scallions, red and green peppers. Add it to a food processor with thyme, black pepper, soy sauce, and vinegar.
4Process the mixture in the food processor until smooth.
5Add the mixture to the ground beef and cook until the liquid has reduced.
6Add rice to the mixture and stir.
7In a bowl, combine flour, turmeric and butter. Mix with a food processor.
8Roll out the dough on a lightly floured surface, sprinkle with cheese, fold in half and cut out circles using a plate.
9Place a spoonful of the beef mixture in the center of each circle, fold over to form a half-moon shape, and crimp the edges with a fork.
10Brush the pastries with oil and sprinkle with salt. Bake until golden brown.
