1Heat up olive oil in a pot. Add celery, onions, fennel, garlic, black peppercorns, and salt; toast for a few minutes.
2Pour in white wine, clam juice, fresh lemon juice, and the extracted lemons.
3Add fennel fronds, parsley, bay leaves, coconut milk and water; bring to a boil, then simmer for 30 minutes.
4Make the cocktail sauce: Combine ketchup, horseradish, lemon juice, Worcestershire sauce, hot sauce, salt, and pepper. Mix well.
5Make the shrimp Louie sauce: Combine mayonnaise, cocktail sauce, and capers. Mix well.
6Turn off the heat and remove the larger pieces from the pot. Poach the shrimp in the remaining liquid.
7Add shrimp to an ice bath to stop the cooking process.
8Serve the shrimp on a platter with crushed ice, the cocktail sauce, and shrimp Louie sauce. Sprinkle with flaky salt, black pepper, and add lemon wedges.
