1Preheat oven to 425°F. Line a large rimmed baking sheet with foil.
2Trim stem off cabbage. Slice the cabbage vertically into 4 (1-inch-thick) steaks. Place the steaks on the prepared baking sheet.
3Brush both sides of the steaks with 2 tablespoons oil. Sprinkle both sides with ½ teaspoon pepper, ½ teaspoon onion powder and ¼ teaspoon salt.
4Chop fresh herbs and add them to a medium bowl.
5Add 4 tablespoons butter, minced garlic, 1 teaspoon lemon zest, 1 teaspoon lemon juice, 1 teaspoon Worcestershire, ¼ teaspoon crushed red pepper and ⅛ teaspoon salt to the bowl with herbs.
6Beat with an electric mixer on medium speed until fully combined, 30 seconds to 1 minute.
7Roast until tender and browned, about 45 minutes, flipping halfway through.
8Serve the cabbage steaks with a generous dollop of herb butter on top.
