1Prepare rice first. Bring water and chicken bouillon powder to a boil. Add rice and let it cook on low heat for about 20 minutes until all water is absorbed.
2In a separate pot, sauté tri-color bell peppers, celery, and onions until they are soft.
3Add minced garlic and let it cook until fragrant.
4Add ground beef and season with Tony Chachere's, paprika, dried oregano, dried basil, and seasoned salt to taste.
5Once seasonings are combined and the meat is cooked, add flour to thicken the mixture. Add a little bit more water to loosen things up if needed.
6Let the mixture simmer for about 5 minutes.
7Turn off the heat, add the cooked rice, and mix well.
