Mix ground beef with garlic, parsley, chopped cherry tomatoes and all seasonings. Form into small, slightly flattened patties.
Arrange the diced potatoes, zucchini, bell peppers and whole cherry tomatoes in a baking dish, leaving some space between the vegetables for the beef patties. Drizzle with olive oil and season with spices, salt and pepper.
Roast at 400°F / 200°C fan for 25–30 minutes, until the potatoes begin to soften.
Meanwhile, melt butter with olive oil in a saucepan. Stir in tomato paste, smoked paprika, chili flakes, salt and pepper. Cook for 1–2 minutes, then gradually add beef broth or water until smooth and pourable.
Remove the tray from the oven and place the beef patties in the space you left between the vegetables. Pour the buttery tomato sauce over everything.
Return to the oven for another 15–20 minutes, until the beef is cooked through and the potatoes are tender and slightly golden.
Serve over hot, fluffy basmati rice with plenty of that delicious buttery tomato sauce. Finish with fresh parsley if you like.
