8Slowly pour in one cup of water, mixing as you pour to dissolve everything.
9Once all the flour has dissolved, add two tablespoons of tomato paste and mix it in.
10Pour in four cups of beef broth, mixing as you pour.
11Bring the mixture to a simmer.
12Add the seared meat back into the pan.
13Bring the carne guisada to a simmer.
