That 20% swing is the reason bakers weigh instead of scooping, and it is why halved and doubled recipes go wrong so often.

Are these conversions exact?

They are the standard US baking-reference values, and each ingredient page says how the cup was filled to get its number. For liquids and sugars they are good to within a gram or two. For anything fluffy or packable, like flour, brown sugar or grated cheese, measuring by volume carries more error than the conversion does.
