Sift together all purpose flour, cocoa powder, baking powder, baking soda, and salt.

Add egg, cooking oil, fresh whole milk, and vanilla extract to the sifted ingredients and mix until you get a thick mixture.

In a separate bowl, mix hot water and instant coffee powder.

Add coffee mixture to the batter and whisk until combined.

Pour batter into a greased square pan.

Tap to remove any air bubbles.

Bake for 25-30 minutes at 170°C (340°F) in a preheated oven.

While the cake is cooling, make the fudge frosting by mixing hot heavy cream and dark chocolate chips until melted and combined.

Add salt to the fudge frosting, if desired.

Once the cake has cooled, pour the fudge frosting on top.
