5. Add 2 cups of all-purpose flour to the strainer.
6. Add 1 cup of cocoa powder to the strainer.
7. Add 2 tsps of baking powder to the strainer.
8. Add 2 tsps of baking soda to the strainer.
9. Sift the dry ingredients into a bowl.
10. Add 2 cups of sugar to the bowl with the dry ingredients.
11. Whisk the wet ingredients until combined.
12. Whisk the dry ingredients until combined.
13. Pour the wet ingredients into the dry ingredients.
14. Whisk until all the ingredients are well combined and smooth.
15. Add 3/4 cup of hot water to the mixture.
16. Whisk the mixture until well combined.
